I recall "Full power available" as being the ship's computer on Excelsior during TSfS.

The second quote there is Dr. Carol Marcus in TWoK.

It was actually DAVID Marcus. Carol wanted to build a bigger Genesis device; David wondered who'd want to build it.

I've been racking my brain about it, too. I don't remember hearing the command in TSFS, just the lights coming on.

Other possibilities that I haven't yet investigated are:

1) TWOK, Kirk walking in on the bridge in drydock as big lady E is being prepared for departure (some techno-babble between some chick and some other chick...I mean, Sulu).

2) TUC, similar scene in spacedock (the same scene where Valeris calls out to "Clear all moorings," and then proceeds to clear them herself.)

It just seems like "Running lights on" would be in the background in one of those scenes, and not spoken by a major character. Am I missing any other similar scenes?
 
I will also very, very grudgingly admit that I'm stumped as well (and believe me, I do not easily plead ignorance on Star Trek trivia!) I honestly do not believe that any "major" cast member actually says this on screen. Assuming this line is actually in any of the Star Trek movies, it was probably uttered off screen by an extra or the computer, but in any event is not the central dialog of a scene. If I am wrong, please feel free to show me the error of my ways...
 
With the chumps sufficiently stumped, I vote that David_Leese gets the next quote, in the spirit of your-guess-is-as-good as mine...

WOOPS! I got so excited that the game was continuing, I answered without thinking. Good call! :thumbsup:

Unless I shoot before I aim again, that should be McCoy to What's-His-Name w/ Starfleet Security, in the bar on Earth, TSFS.
