Probably a coincidence. Probably just took mysterious people design from the previous season. Them being Section 31 in the game doesn't mean they're Section 31 in the show. I'm going to just watch the show instead of jumping to conclusions.
and yet a lot of stuff was drawn just for the game that hasn't appeared on the show. I'll remind you to not speculate and reason about trek things in a trek forum then XD - just watch, only watch. and, importantly, let others reason and speculate instead of just watching. that seems to be one essential purpose of this website we're on.
If the ones behind Rutherford's implant were Section 31, wouldn't they be wearing Section 31's standard issue black leather as opposed to a TNG era Starfleet uniform? I'm pretty sure we're going to find out the officer doing the talking is now an Admiral, and this is going to be the Lower Decks take on the Evil Admiral trope.

On last week's Ready Room, Wil Wheaton said the ep is so jam packed with easter eggs that they can't show the usual clip or preview because in his words "literally anything we showed you would be a spoiler".
