Or like anyone other than Kirk and Picard, Worf only commanded the Enterprise for a period of time and then moved on to another assignment.Maybe he was promoted to captain of the E after Picard left, but made a bad decision and was relieved of command or even worse, he lost the ship in a way that he was never considered for another command again.
