Maybe he was promoted to captain of the E after Picard left, but made a bad decision and was relieved of command or even worse, he lost the ship in a way that he was never considered for another command again.
Terry confirmed in an interview that Worf being the captain of the -E is still part of his backstory, but he's not captain of it in Season 3.
Or like anyone other than Kirk and Picard, Worf only commanded the Enterprise for a period of time and then moved on to another assignment.

I wonder why they (apparently) aren't on the bridge during the departure scene. Might just be trailer editing I suppose. Or there's some kind of story reason why they aren't on the bridge, or maybe even onboard. I think that's spot on, the timing of the photo would have been early in season 3 filming too.

Spoiler I think I'd rather see Seven on the Enterprise-F. I'd feel differently if the back of the Titan wasn't so busy-looking.
