As a lawyer she probably had more than one dress uniform, one to schmooze in, and one for use as a 'business suit' in court. The schmooze suit is the one with the medals or other decorations/awards.It would have been more obvious if they had given her medals as seen on the other dress uniforms.

Well, he could have been a former, now chief science officer of the base.He could be lots of things, but one thing he had been at least once in his career was a Starship captain. Otherwise, it's not a jury of his peers.

Since there's only one, it's in this context, and it has the starbase insignia, rank braid, and black in the collar, it could be a uniform for "officers of the court," yes, I suppose.I have to wonder if it really is the female counterpart to the dress uniform. It may well be what all (female?) officers wear in JAG, and that's why she has stripes.

Could the blue captain not be a captain in rank, of a science department on a ship, but not a master and commander of the vessel? I have read on this forum that CVN s have several captain ranked ppl on board, including, I think? engineering.
Didn't Commadore Stone say that only one man in a million could command a starship? Would make it tough to assemble a panel of judges from the personnel of a starbase if the entire panel had to be current/past starship commanders. CorporalCaptain uses more accurate terminology, but this is the idea I had in my earlier post. Ah Spock committing mutiny twice although I doubt Turnabout Intruder with Spock's passive resistance would be considered a mutiny by anyone who wasn't insane or some idiot redshirts.
She serves in a safe career field, maybe she has no medals? Hard to be a hero when your battlefield is a courtroom.
