This Collective? Perhaps. But the Collective we saw prior to season 2? I don’t think the idea is that Borgati went to the Delta Quadrant and took control. That would negate far too much history. Borgati basically had to start from scratch. My thought is that Borg Collective continued to assimilate biological and technological things, assimilated Annika Hansen, assimilated Picard, destroyed 39 ships at Wolf 359, killed Jennifer Sisko, traveled back to First Contact with the Vulcans, and were essential in Voyager getting home. Meanwhile, the Borgati Collective may have been right behind cleaning up the mess, staying just out of sight of history.

What happened to Borgati and the Queen is something that is an actually interesting mystery and one that doesn't bother me not being explained on screen.
