Why does this show seem determined not to acknowledge "Voyager?"

What was the catalyst for Seven leaving Starfleet?

But Starfleet must have been nuts not to utilize her even without giving her a commission...or why not Daystrom Institute...or another scientific organizations in the Federation. She would have made a very valuable asset.
My theory is she likely did have offers from such places but certain factors led to her turning them down, such as she likely disapproved of the apparent hypocrisy of ex-Borg everywhere being shunned but she got good treatment because of her connections to influential Starfleet officers. Plus, taking note of the plight in the galaxy, Seven might have noticed the work the Fenris Rangers were doing and felt a calling to join in with them.

The death of Icheb undoubtedly jaded her further, what with Seven knowing it was Bijayzal but the authorities presumably felt there wasn't enough evidence to pursue her.

I’m not so sure. Given how Starfleet refused to let Jean-Luc fight the Borg in First Contact and he was Locutus for “just” a few days, somehow I think they’d be even more hesitant towards someone who was a Borg drone for pretty much all their life. Caution, suspicions, etc.
Or just considered irrelevant. Endgame was presented as a decisive blow against the The Borg.

Keep in mind that until literally last season Starfleet was infiltrated by anti-AI Zhat Vash spies up to the very top. Oh personally may have stonewalled Seven.

Except we aren't talking about just Starfleet but other institutions in the Federation like the Daystrom Institute or other civilian science organizations. Commodore Oh had no authority over them.

Besides, Commodore Oh didn't stonewall Icheb from joining Starfleet and achieving two promotions, why would she stonewall Seven?

One's a malleable kid, the other was hand maiden to the Borg Queen and darling protege of Janeway.

Seven WASNT refused entry to any of those organizations. She was refused entry into Starfleet.

Nothing else was mentioned.

Seven CHOSE to be a Fenris Ranger.

We don't even know, necessarily, that she was refused entry into Starfleet. The lines are vague and are filtered through Seven's POV. It's possible that Starfleet Security might have had major misgivings about Seven and Icheb joining and may have wanted to subject them to a level of scrutiny that she felt was discriminatory, and that Janeway put her foot down and got Icheb in, but Seven walked away in disgust rather than join.
 
So that was possibly the best way they could have resolved why Voyager rarely gets a mention, ties in with what we've seen over the season about the reactions people have to Seven due to her being a former Borg

That’s pretty much the impression I got too. Also, I wonder if we might see Seven in Starfleet next season, since it felt like the writers were hinting at that a little there.

I would guess length of service to the Borg and also she "presented" as Borg more than Icheb did around then.

I think Icheb started his application to SF during Voyager itself - maybe this preceded Commodore Oh getting involved in SF Security and so she used her influence to stop Seven's application?
