Trying to make a point or give a lesson about society is not the same, I think, as virtue signaling. That phrase seems to be pejorative, questioning the motives of the signaler as wanting to be seen as virtuous or hopping on a bandwagon of the current virtue du jour.
That seemed to be the idea at first. Now it's thrown at anyone who makes any effort to do good, regardless of their motives. Sometimes it's because the person using the term is a jerk who's okay with things being bad for some people as long as they themselves aren't inconvenienced. Sometimes it's projection; they can't imagine anyone wanting to do the right thing without having some kind of personal agenda. Sometimes it's because they're hopping on the insult bandwagon without worrying about what it really signifies or having to think about what the alleged virtue signaller is saying or doing. It's become a term that says more about the person using it than it does about the person it's aimed at.
