I'll judge it when I see it, but I'm less than enthused by the idea. It feels like the same pandering to complainers which dragged Disco down.
For me, I don't see using a legacy character as being "nostalgia" per se. It's more that... I could be entirely wrong, but I don't see them as being a one-or-two-episodes and off thing. They had two of them back in season one and used the better part of a whole episode for that. Hype or not, they can't be so stupid as to hype many of the fanbase up and then these characters play second fiddles to whoever is left of the newer cast. I like all of them - some more, some less -, and I don't think I'll hate it, but I'm just not as excited as others.
Matalas has made comments that Season 3 is heavily inspired by his love of DS9. Draw whatever conclusions you want from that.

Well, it's crammed already, so wtf! Two of my favs have passed, so I only demand Kira, Garak (and by extension his husband, Bashir, let's not be impolite) and Quark back! Quark will be easy, whatever their "road trip" is must lead them to his bar (whichever of the franchise he happens to visit)! Go all in!

I doubt it. They had the basic story outlined from the beginning of the series. It's the final season, probably the final live action appearance of Patrick Stewart as Picard they just want to have some fun.
If it meant an actual satisfying end to Berman Trek, so we can never again revisit that era, by all means. Please don’t mistake me, I loved it at the time. But I’m over it. Make it so already.

There were some clues that this was happening at least in part. Michael Dorn’s very Worf-esque beard. Levar Burton saying he wasn’t in season two but… Source Spoiler: Prodigy Spoiler Not to mention Gates doing voice work for Prodigy. Sure, that could have been for whatever. But it sure did seem convenient.
