UESPA was around for at least 200 years. It existed in 2067 to launch Friendship One and was still around in 2267 during "Tomorrow Is Yesterday(TOS)." We have no onscreen canonical information for it after that episode.

It was mentioned on the dedication plate of the Enterprise B in 2293, although the shots in the film weren't clear enough to pick anything out

Been a long time since I've seen that one.

He really says it? That seems odd because looking and it it just doesn't look like a word you can say and like one you kinda have to clumsily say like "You-Spa."
Yes Kirk says the acronym in TOS S1Charlie X, and then he specifically names the agency entirely in TOS S1 Tomorrow Is Yesterday.

Since the Borg Queen has the ability to realize that she was not in the correct time-line, will the Borg Queen assimilate other timelines, such as the current one she is in, to launch new attacks on the Picard time-line?

2026 has been the canon date of WW3 for years

How canon?

If everything on a background screen is canon, DS9 has some very interesting tenants...

7 and Raffi should NOT have been able to enter and leave that casually then. Do sanctuary district regulations change from city to city?

"What you have just done here is more difficult and vastly more dangerous than you realize - you've impressed me." - I'm sure that's a good night's sleep down the drain for Jurati.

I'm guessing those have been sparse since she killed her boyfriend anyway.

To be fair this isn't "our" present. There's Sanctuary Districts in this present at the very least and rumors seem to show there'll be other things to say that we're not longer traveling to "our" "now."

Also, it's 2024...

Hey! They're in the MCU's present!

THen let the fucking board computer do the stuff. Or one of Rios' holograms.

If a computer could do it than any one could, and why would evil Rios have holograms?

And for all we know this is just one of L.A.'s and there are more. San Francisco is a smaller city even in Trek's fictional 2024 and has a Sanctuary District labeled "A," meaning there must be at least a "B" within San Francisco corporate limits and thus two in one city. Others in Los Angeles might have far stricter rules on entry and departure.

With LA's size, I wouldn't be surprised if they had dozens, maybe with some even spanning several neighborhoods. I can even imagine that with the kind of segregation that already exists in LA, some of the districts might be just the original neighborhoods left as they are with the designation slapped on them.

She may try. There were scenes in the trailer of assimilated soldiers pointing weapons at Picard and crew at the chateau, and it seems like she gains legs at some point.

Why was Rios beamed down to a location in midair?

Seven and Raffi landed on the ground. Why not Rios? It makes no sense.
