Indeed it is! From this set (I always buy them more for the sets than the figures. I have yet to actually use it for something!)

As for how I did it, I explained it step-by-step with the pictures?
Cutting off the turtleneck collar, cutting off the creases in the uniform, filling out the holes with Procreate to make a smooth shirt.
What I did not explain, the naked arms come from other figures, it's easy to switch them out when putting the figures into hot water for a few seconds.
Male arms come from the Talosian and female arms from Deanna Troi.
Now that you've seen that sequence, I'll just note that some members of this site reference it like a goofball meme or an "inside joke" as it seemed to come outa' nowhere. I assumed the "running gag" was better known than it actually is.
Thanks for explaining! To be honest, I don't venture much into other corners of this forum. I love that it is the old fashioned forum style but it's way to much to read everything every day.
