Why were Data's and Worf's quarters so small?

Worf, as a lieutenant, is the lowest ranking member of the senior staff. He would have gotten larger quarters after his promotion, had the ship not been destroyed.
Except Worf had subordinates who had nicer quarters with windows, that looked like Riker or Troi's, than his....

If you have a family/kids you are eligible for bigger quarters (I presume you are referencing the episode where the mom dies?). But you still have to apply for them. If Worf hadn't gotten around to applying, or decided not to (yet more disruption to his routine caused by Alexander), then there's no issue with him having smaller quarters.

For some people, more space is just more to keep up with. I know plenty of people who downsized their square footage by thousands and were all very pleased with the choice.
 
There's an awful lot of Enterprise-D; mot of the rooms are going to be completely internal.

No argument there, but why should so many of the living quarters be completely internal? There is a LOT of windows on both the saucer and secondary hull, especially considering the crew tally of 1,024.
Are the majority of windowed rooms really devoted to lounge areas?
 
There's a youtube fella who worked out the space each person would have on the enterprise 1701.Most people would have something the size of a trailer to themselves.
 
If Tuvok got to have his own office on Voyager, a much smaller ship with about 150 crew, then Worf must have had one on the Enterprise.


Regarding specific episodes that might have been an appearance of an office for Riker and Worf...

There was a scene in "The Mind's Eye" that could have been Worf's office. It was when Kell was talking to him and daid he acted like a true Klingon when he killed Duras.

In "The Measure Of A Man", that room when Riker was downloading information on Data's specifications could have been his office.

But is having quarters with windows really that great on a space ship?
I mean, consider:

1) You cannot open them to let in fresh air.
2) Most of the time there is no daylight coming in.
3) Most of the time the scenery is just the same old stars and the blackness of space.
4) It means your quarters are on the surface of the hull, meaning you probably have a higher chance of being blown up or sucked out into space during battles and such.

Really to me it sounds like having no windows would actually be preferable on a spaceship. And for the times when there's something interesting to see outside you can always go to 10 Forward or one of the many viewing lounges the Enterprise-D was said to have.
