If you have a family/kids you are eligible for bigger quarters (I presume you are referencing the episode where the mom dies?). But you still have to apply for them. If Worf hadn't gotten around to applying, or decided not to (yet more disruption to his routine caused by Alexander), then there's no issue with him having smaller quarters.

For some people, more space is just more to keep up with. I know plenty of people who downsized their square footage by thousands and were all very pleased with the choice.
No argument there, but why should so many of the living quarters be completely internal? There is a LOT of windows on both the saucer and secondary hull, especially considering the crew tally of 1,024.There's an awful lot of Enterprise-D; mot of the rooms are going to be completely internal.
