This is most likely the case. I'm sure it's pre-FX Seven chasing someone after whatever Tux and Gown party they're all attending. Speaking of tuxes, to whom is tux-clad Picard speaking when he says "You don't even understand, do you?". Is it Brent Spiner's new character?

But he doesn't know about all that, so he thinks this is just about saving one tiny galaxy.

Also they probably decided to focus on the most exciting lines for the short exciting action trailer. Doesn't mean they won't explore his character in the actual series. They managed to do it in a zombie Borg movie, they can do it in a time travel adventure.
