The Romulan War could still be a plot point in an Enterprise era revival that takes into account two decades on for the actors.. characters suffering trauma and loss from having fought in the battles... lingering suspicion there are still enemy infiltrators at work within the Federation. Go the Babylon 5 route with the Minbari War and its slow burning importance and flashback. Then of the few combatants that interacted face-to-face with the enemy, they were mind wiped or programmed as sleeper agents. Preserve the canon versus fudge it slightly, inevitably going from never seen Romulans to their Vulcan ancestry not widely known.
There are also the Remans - who could be seen and mistakenly thought to be Romulans - until Starfleet learn that's a misdirection.
