So, who's third in command on DS9?

I can see Jadzia as next in line after Kira, particularly since she seemed to be XO of the Defiant at the beginning of season 6 before they retook DS9, and with Dax commanding her during the Argolis mission and others until they retook the station.

Which brings up further questions. Who do Odo's deputies report to when Odo isn't around? He was sometimes on extended absences - "The Search", "Ascent", several episodes in season 7 when he was with Kira teaching the Cardassians to run an underground resistance.

Presumably, Odo's deputies were part of an independent force, so under the purview of the Bajoran Government, but separate from the Militias.

StarFleet would have had a security team, and had authority over the StarFleet crew only.

not necessarily: just like Sisko has authority over bajoran militia's officers such as kira and kira over starfleet's such as o'brian, odo could have over both militia and starfleet placed under him.

George Primmin/Primmon. He vanished pretty swiftly - potentially killed by Odo and his death expertly covered up.

Although I think Eddington served in a similar capacity to George when he joined - essentially a Starfleet opposite number to Odo.
 
Lt. Primmin was there primarily because of the shipment in "THE PASSENGER". He was probably waiting for his next assignment when he appeared in the very next episode, "MOVE ALONG HOME".

O'Brien was clearly in charge of all engineering personnel, whether they were Starfleet or Bajoran. Until Eddington came, Odo likely had similar authority over Starfleet security personnel.

UNAMIR under Canadian Romeo Dallaire featured soldiers from Ghana. In spite of the reticence to act from the UN, Dallaire's force saved a fair number of Tutsi without resorting to armed confrontation.

Pretty much every western military action since 1939 lol

Only half joking. The Commander-in-Chief for D-Day, for example, was an American, but there were British, Canadian, Free French, Australian, etc. hierarchies behind him. And he obviously had to deal with Churchill, de Gaul, George VI. and so on, above him, as well as Roosevelt.

There were similar coalitions during both Iraq wars as further examples.

Perhaps of more direct relevance, the US Air Force still operates out of a dozen UK air bases, and I believe it's only been in the last decade that British troops have left German bases.

Does he though? It always seemed like he was the same as O'Brien. Someone whose position granted them superiority over people with rank even though they had none themselves.

I do kind of hope Dax was above Odo in the order. In season one Odo seemed extremely ill at ease being in command. That may have been due to the circumstances (Babel) but nevertheless.
Odo does have an actual rank in the militia though. We're just never told what it is, and Odo probably didn't care. Garak mentioned it once, and if anyone would have known, he would.

My guess for political reasons, at least prior to Worf, would have been Odo. He does have a rank in the Bajoran militia, we just never actually were told what it was.

Odo doesn't have a rank. He 'wears' a Militia uniform, but that's just because the station is Bajoran owned - he probably just figured that his deputies would respond more easily to his orders if he wore the same uniform they did. If he's going to command a Bajoran security detail, he might as well be dressed like them, amirite?

can’t see why not. He answer to the federation AND to the provisional government, but doesn’t really need to be inserted into a full chain of command: he’s basically an independent contractor.

As for who's third in line to command DS9: Before Worf came along, it was probably Jadzia.
