Very little to say about what's left. I'll save "SHATTERED" because it's a clever idea for essentially a clip show.
Human Error has a questionable romance with Seven and Chakotay, but the episode is pretty good and is mostly sold with Jeri Ryan.
"Repression" at least tries to spin some story out of the Maquis.
I wanted Nightingale to lose, because it was ridiculous for multiple reasons. Harry had Kathryn Janeway, Tuvok, and Chakotay (good leaders all) to teach him command by example for seven years... and he apparently learned nothing.
Saving FRIENDSHIP ONE because it's not really a bad episode. It's just a bit of a bore and drags a bit. Seven goes from not giving two f's about a mission to find retro-tech, to kinda starting to care about what happened to the last survivor of this ill-fated voyage. Something to strive for in human missions going to Mars....I guess?

Considering your description, are you referring to season 6's "ONE SMALL STEP" instead? If so, then you can revote, but that might alter considerably the final 4 left... "REPRESSION", "NIGHTINGALE", "FRIENDSHIP ONE", and "NATURAL LAW".
I think you just made me realize I voted for the wrong episode... I was confusing it with One Small Step..Similar premise...Yeah...This is worse than Natural Law...Too late to save Natural Law instead?Well, I've missed the whole thing.
The worst one IMO is Friendship One. There are so many wrongs in it, it's appalling. Like Carey, they can't bring him back! Not long before they established that Seven's nanoprobes can bring back a rotting corpse but here they don't even envisage the possibility (if only to reject it from some contorted reason) and I could go on and on about all the things in that episode that are downright stupid. What a pile of junk!
