And because it appears to be very likely that the times after the temporal wars are shielded from the effects of time travel, it could be that instead of changing events in the 32nd century, the anomaly was born...

But time travel would allow to bring her back to Discovery and still do Section 31 eventually. Just say she had some adventures and then she hopped into a stasis pot and sat out a few centuries to get to the 32nd century without getting ripped apart by wrong universe/time magic.

Maybe he has his reasons for letting the anomaly happen and deliberately doesn't inform Burnham, because of this.

But he's not a Q. He's just a sentient time portal. And he doesn't control what happens when people use him to travel in time. Ergo, any changes to the timeline would be because of the people using him, not Carl himself. So there wouldn't be any reason for him to do anything deliberately.

We don't know for sure if he doesn't have an agenda. Just because he portrayed himself like this in TOS, doesn't necessarily mean he doesn't have his own intentions.

Maybe the events in "City at the Edge of Forever" were part of a higher plan. And considering that he was hiding during the 32nd century, he seems to have his own will and preferences.

Since season 4 was almost certain written under the belief the Section 31 series will someday be happening, I'd say that rules out the season's Dreaded Anomaly(tm) as having anything to do with Georgiou. I doubt the writers would even entertain the idea of having her integral to the season's story arc unless they knew 100% certain the Section 31 show was never going to happen, ever.

This was not stated. All that we know is that she went to a time in the past when the mirror & prime universes were closer together. It is possible this is the 23rd century, but it could be earlier or later.

Doing this to set up the Section 31 show, doesn't exclude the possibility that they also did this for the story of Season 4.

Especially as in this case they may have come up with another solution to stop the anomaly than bringing Georgiou back. What this solution might be is another good question.

Indeed. It makes very little sense from a writing perspective. And the anomaly is likely unconnected to Georgiou in anyway, allowing Burnham and company to solve the problem in a cooperative way.

Yes, she is the lead, but that does not mean it is in the 23rd century. Kurtzman said people would be surprised by the setting when asked about the show the last time he confirmed it was still in the works. That is a vague statement but could mean the time period for the series is not the 23rd century. That's all I am saying, we don't know when she was sent, but she was sent to the likely S31 show's time period.

They may want that show to be in a different time period than SNW, which didn't exist when they first announced S31. Or they may want it in the same time with crossovers. Nobody outside of the Trek creative team knows this.

Could mean any time including at least 2150s onwards (with the Defiant), through to the 2370s (DS9)
