Agreed, though the antics are over the top on fitting with the tone of the show. Mariner clearly has issues with upper ranks and Boimler getting promoted doesn't help him, from her point of view.

Yes she should, but Mariner is on the sociopathic spectrum, its all about her, and that's where the comedy is, but it does not work for me.

We have another insight into this question with "Where Pleasant Fountains Lie" because we have Mariner STILL upset with Boimler having gone over to the Titan and refusing to acknowledge that he's grown due to the six months he spent there. She refuses to believe he could survive a centipede mission (despite having survived being gummed by a giant spider) and tries to make him her sidekick on a cargo run.
Then Boimler saves the day at the end. It's interesting to note that for all his screaming, Boimler blossomed as an officer under Riker while gets the crap beaten out of him by Tom Paris on the Cerritos.

I would amend and say she is more insecure, with a large anxious attachment style. She needs to feel wanted and accepted and important, and thrives on negative attention. Yes, it is also very immature, but I think her behavior is designed to hide a huge amount of insecurity around her relationships with people, so keeping the status quo feels more comfortable.
I think that with Mariner, the point is that despite SF protocol, she may think its the best way to leave her mark on the galaxy and help others, plus she went through the academy on top of everything else.
Its also possible she wants to institute her own reforms in Starfleet which would get rid of needless bureacruacy that slows things down, and also to check up more frequently on societies and civilizations they encountered to see if they followed through after being helped initially - she may not have necessarily made this realization though and thus keeps her rank of ensign.
Eh, I think that may actually be giving Mariner too much credit as having an idea of what she wants herself. Mariner seems to have started in Starfleet really strong according to her ex-girlfriend/roomate and has gone through multiple ships before ending up on her mother's vessel where she's degenerated into being a teenager. I get the impression that a lot of Mariner's problems are specifically that she's under her mother's command and the Ensign has NO respect for her or boundaries.
Since we know one of her friends was EATEN in front of her and that another of her ships was destroyed by lice, Mariner's career seems like it's been derailed by a lot of incredibly bad luck. So she's moved down to Ensign to avoid ever having to deal with responsibility. But the thing is that she doens't respect the person giving her orders so she's giving off a bunch of mixed angry signals.
No, I don't think she knows what she wants. I think she is highly reactive and that is driven by an indescribable need. Few humans recognize this need but it is there.

Remember that he takes the initiative to get around the ship, after being locked out. As opposed to just sitting in his quarters and whining until his access was restored. The assault was just bad luck.
Boimler's "misfortune" was really just an (admittedly clever) was to return Boimler to the Cerritos without changing who he was. He still wants a promotion because he enjoyed being a ○●, he proved worthy of the responsibility, and he lost it unjustly. Had he been demoted under other circumstances, he would have either not wanted another rank boost, or known that he was unlikely to get one. It was a very clever way for LD to press the reset button.
I doubt there's only one. I expect a number of Trek fanfiction sites have had a Bring Back Tasha story contest.
Given that we didn't see Sela in DS9, despite the Romulans and Starfleet being allies, it makes my theory of how it could happen/have happened even more plausible.
I may be wrong, but I think the "fanfic" Phoenix219 is referring to is the TNG Porno.
