Yes, they've moved some freeways (and even a few mountains) for that poster. It's Downtown L.A. as viewed from the southeast.

I wonder if this timeline sees a militarised Federation and Starfleet, as a counter to Picard complaining that Starfleet has lost it's way.

It could be as a demonstration by Q, or a situation that emerges because of an action taken in the past, that Q allows the new crew to put right.

As for Seven of Nine, I wonder if there may be some conflict where she doesn't want to go back to the proper timeline and go back to being an ExB
