Because the Stardate of the episode featuring Captain Picard Day translates to June 16, using the commonly accepted Stardate to Gregorian translators.

Tellarite. It was first seen in Discovery season 1.

It was never called as such in any episode, but it was labelled in concept art, it also uses the Tellarite type face first seen in Enterprise, and on some computer graphics in the Mudd short trek episode.
