I literally provided an explanation in my very short post. It's used as a pretext for a stop and visual search of your vehicle. And additionally, as a revenue generating tactic.

That's a lousy choice to have to make.
 
The smell is similar, but the context is different (abuse vs. the reality of storing sweaty clothes in a confined space).
 
There's nothing to define. Cars generally pick up odors over time. Air fresheners help combat this. If fresheners are illegal, then cars are required by law to stink. Which seems ridiculous, but bureaucrats come up with some crazy ideas.

I did not understand your original intent. I more fully understand now and apologize if I caused misunderstanding.

Air fresheners are not illegal, just hanging them from your rearview mirror where it could obscure your vision is. Driving around with a handicap placard hanging from the rearview mirror is equally illegal (of course, they're much bigger).

They also make air fresheners that fit in the vents.

Depends upon the state in which you live. In o-HI-o it is required that a handicap placard is to be displayed hanging from the mirror or on the dashboard.

so why do people do this??? people have died doing this... they need to be checked if they are suicidal when they are up on the cliff or better before they get there--- OMG--- what-??

From the Ohio Bureau of Motor Vehicle Application for Disability Placard:
Placard must be hung on the rear view mirror when the vehicle is parked (Ohio Administrative Code 4501:1-7-02). Remove placard while driving.

I did not know of that tid-bit and it seems that few others are either, from what I have observed. thx. :)

And those handicapped placards are one helluva lot bigger than a puny dangling air freshener.

I was almost scammed a bunch of years ago with yahoo messenger those days but I gave all the information and stuff to the authorities .. my check cashing guy knew it was a scam-- thanks for him.. :)
