If he had not tried to rescue Morpheus, he would not have invaded the military stronghold, would not have dismissed bullets, would not have fought Smith, and would not have been shot. These events caused him to emerge as the One.
So... Neo was the One because he believed he was not the One.

I watched the cop-cam video of the incident. I think that the kid was partly to blame for fighting a cop, the cop was partly to blame for using the wrong weapon, and the department is partly to blame for piss-poor training. It shouldn't have happened.

I think that police can deescalate traffic stops if they were more upfront for the reason of stop. For things hanging from the rear view mirror, simply inform the person stopped that it is unlawful and allow them to take it down. I also think the courts need to also review their own issuance of bench warrants as well as provide information about why the warrant was issued.
