Self-defense (or defense of others) and revenge are clearly different things. Knowing the difference between them is kind of one of the most central characteristics of a hero, so a character who has no idea where the line is anymore is clearly not that heroic. At best, that's an anti-hero. And of course this is just one stop along her road to her final destination as the full-on villain.

The Arrowverse has mixed up their heroes and villains quite a bit. Their Green Arrow went up against a lot of villains that usually fought other heroes in the comics.
