Ferris is not part of the chain of command and, again, has zero authority over Kirk. Kirk follows starfleet's orders a bit creatively in that episode, but to the letter.
Seems to be gray area though, Decker is the senior officer and has a legitimate claim to command. Kirk as the current CO does too, but isn't on the ship. So I think it qualifies as disobeying a superior officer.As the quote you yourself report, it's within his authority to remove Decker. As it's pointed out in the episode, Decker will have the chance to forward a formal complaint to starfleet.
