    We're not talking about just negotiation for peace. They are talking about joining together. None of the other powers were combining with the Federation.

    That's exactly the point. It wasn't about détente. The way Osyraa was describing it, it sounded like a full economic union. And I think Vance knows fully well the Chain has a huge economic advantage as they control more trade routes, dwindling dilithium reserves aside. On paper, it might sound like a confederation of equals, but it would be dominated by the Chain, especially if Osyraa finally got access to resources that would allow her to get the upper hand. Resources, in both the material and immaterial sense of the word, such as obtaining diplomatic recognition as a de jure state for what is basically a cartel.

    Actually it's not, in fact, in either TNG, DS9, or VOY it was a literally plot point keeping them from acting against certain alien governments with unlikable practices.

    true, as presented by Osyraa. Which is there negotiating and might be interested in a perhaps less daring counter-proposal that kept the two entities allied but more politically separate to quiet Vance’s doubts.

    If the Discovery, or any other Starfleet vessel, is openly under attack from hostile Emerald Chain vessels, it is most definitely NOT a violation of the Prime Directive to defend oneself against such an attack.

    Perhaps, but there didn't appear to much willingness to concede, at least not right off. And that's the difficulty because both believe strongly in their positions and may not be willing to compromise without a sign of willingness on the other side. Which, Osyrra wasn't willing to counter to Vance's proposal. She became more indignant at his suggestion, loss of control was not acceptable.

    No it wouldn't be, but then I never said it was.

    The only circumstance it would be, is if Discovery was in their space breaking the prime directive already.

    If Vance has never eaten a real apple before, I guess that throws out my theory about him being alive since before the Burn and his relatively youthful appearance due to 32nd century life extension tech and/or an android body.

    she had literally already just accepted to abolish slavery, withdraw from pre-warp planets and step down from being public face of the Chain. What compromise di Vance make?

    I wonder why the impression is that he never lived on any world, though: as per previous episodes, the federation still controls several systems.

    Apples are likely native only to Earth, which left the Fed long ago.

    Osyraa should have brought up Senator Vreenak's murder as an example of Federation hypocrisy. Or even Vance's allowing Empress Georgiou to serve in Vance's Starfleet.

    There needed to be some form of condemnation are her part for past evil deeds. She wasn't willing to accept responsibility for past wrongs. That was, apparently, a non-starter for Vance. And I cannot say as I blame him.
