In a word – no.
Winn is a character who could be redeemed but actively chooses not be.

And it's why Dukat and Winn together in the final arc made sense... they are two sides of the same coin.
Perhaps partly he wanted to be redeemed, but not as much as he wanted power. He turned Cardassia over to the Dominion because they agreed to make him puppet dictator.
I'm not convinced she fully realized the error of her ways. But it seems obvious that at least she saw that this time, she had gone too far in her desire for glory and power.
Assuming things played out as they did and she was the only survivor, even hearing what she told others regarding what happened in the Fire Caves would be tremendously revealing.
Whether or not she resigned as Kai and confessed to killing Sobor (and it bugs me that nobody seemed to even miss him, but maybe she made up something about him having gone on retreat or such), would also be telling, obviously.

I see the Kai helping Sisko as helping herself. She'd been betrayed by the Pah-Wraiths and so wanted to get back at them (and probably help herself out once they were out of the caves) by telling Sisko about the book, I don't think she ever thought she'd be killed, probably expected to get out of there and either resume her place as Kai or slink away into a solitary corner as quickly as she could before she could see just how her reputation had been damaged by her fall to the dark side.
Probably. See his famous quote "A true victory is to make your enemies see they were wrong to oppose you in the first place. To force them to acknowledge your greatness!". It seems to indicate these concepts are intricately linked to him.
Weyoun says he finds this 'fascinating' a few lines down (when Dukat elaborated on why the Bajorans and Sisko should acknowledge his greatness). Possibly, he realised at this point (if he hadn't done so already) that Dukat actually was deranged/ be at significant risk to go off the rails, as he later indeed would.
As for Kai Winn, I'd like to believe that she originally wanted to have the glory of the Emissary, and go down the history books as the greatest Kai ever. fondly remembered as the Kai that ushered in the Golden Era. When the Prophets made clear their Emissary would be none other than the Sisko, she wanted revenge on the Prophets. Still, I don't think she wanted all of Bajor (and the rest of the universe) to be set in flames and 'burn for all eternity' as Dukat announced. In her own way, she did seem to love Bajor after all. So I'd like to believe that's why she turned around. Then again, it could have been as simple and as base as self preservation when she found out that Dukat and the pah-wraiths didn't need her.

Finished the series abt week ago, and in my eyes no Kai Winn did not redeem herself. She a chance when she had a heart-to-heart with Kira somewhere in the 9-parter, but her quest and thirst for power combined with resentment she had for the prophets regrading The Occupation led her to going to pai-wraiths, and we how that story ends. I feel that she could've redeemed herself tho had she followed Kira advice and stepped down as Kai but she didn't take that step.
Winn was given a chance to redeem herself. When Kira advised her to give up her title as Kai and pray. Had she done that, she would have been redeemed. Instead, she committed to a course of action she knew would result in "Only those the wraiths deemed worthy being spared". A last minute change of heart when it was too late doesn't mean anything.
In order for Winn to be redeemed we would have to see how she became what she was in the past. What caused her to be the person she became? The occupation had a huge effect on the people of Bajor and Winn was one of them. That story was never told and with that there could be a building block for redemption. Without it she was just a thorn, a foil to progress in Bajor and Sisko's mission. I wish she wasn't so predictable and 1 dimensional in the 4th through 7th seasons of DS9; she was a fascinating character ala Gul Dukat. No wonder they ended sleeping with each other... OH BOY!
