Well, if a yellowjacket behaves aggressively, I might still give it a wide berth, even though I could squash it and in turn it can do little more than sting me (in normal circumstances). Perhaps the Q-Guinan interaction can be read that way. Not really afraid, not really a power comparison, but still a bit apprehensive about getting stung.

I like this explanation. Until "Star Trek" canon offers one, this is now my head canon.
 
I'm confused by the El Aurians. They're powerful enough to scare Q, yet we're nearly wiped out by the Borg?

I think the intent was it's not all El-Aurians, just Guinan. Generations was a hint that her interaction with the Nexus gave her some form of ability to protect herself versus Q, though obviously that wasn't thought up by the time of Q-Who.

I'm not sure Q was actually scared of her in the sense of a threat (he seems confident he can "expedite her departure" despite her warding gesture) but more concerned she can tip Picard off to his bag of tricks, having dealt with him extensively.
