In TMP and after, security guards starting wearing laser-tag body armor, so, I don't see why not that Starfleet soldiers wouldn't wear some sort of armor.
Don't forget the circa 1900 leather football helmets...So basic body armor vests like modern day Chest Rigs with Plates inside, but expanded upon for more coverage.

The vest don't look like it provides much physical protection except for chest organs and crouch. I assume the electronic device seen on the vest probably has some sort of force field to help deflect physical and energy attacks. (Or it keeps track of how many times the wearer was shot.)

It’s not just a matter of being able to nuke a stronghold from orbit, but you can probably target a phaser blast to a single person from orbit, and we have seen them stunning whole city blocks from orbit.
We've seen modern day enemies that refuse to give up.The arenas or war will be different in the future. Probably the moment you take a planet’s fleet, the ground surrenders.

Where there are transport inhibitors and sensor ghosts, you send one of those headhunter drones that nearly killed Quark to kill the terrorist, or one of those cloaked mines to scope out everyone’s position visually, then you cut them down from orbit without disturbing the baby in the other room.
Modify a torpedo to carry a bunch of pattern enhancers, deploy them around the building, beam everyone out and filter out weapons. That's assuming they even have a transporter inhibitor. It might even be possible to beam the enhancers into place if the opponents don't have transporter scramblers. Stun grenades could be used, or the source of interference could be targeted directly if it works like ECM.Basically send in drones to clear rooms and capture enemy combatants.
Like in Star Trek: Insurrection where they used drones with transporter tags to beam targets into jail.

Can a starship possibly equal the power of a ground based weapon? How many photon torpedoes can be scattered across the area of a planet the size of Earth? Sensors and tractor beams and etc. what can a starship possibly have that a planet can't have more of?
What can MACOs or Marines do against a military force that enjoys the full support of the majority of the planet's civilian population? Civilians who use their "cell-phones" to inform on your forces every move.
UFP / StarFleet likes preserving planets, they aren't villainous to destroy such wonderful resources like planetsIt’s not a good idea to bring the fight to the surface. Aside from making thousands of ground targets 24th Century Nuke-able that will destroy everything around the target while it’s getting to the target, if a planet has super powerful ground support, the attacking fleet needs only penetrate the weakest part of its shield (if it even has one) and send through a mantle bomb to explode open the planetary crust and change everything on the surface. (Think the super-volcano under Old Faithful...x47.)
Or drop a planet’s moon on it. Here comes Luna! “I can see Lake Armstrong really clearly now...”
Or nova its sun. Especially if the whole system, while valuable, is more trouble than it’s worth.
I think planets are better served as villages near a fort. If you take the fort, you have the village. Keep the fight in space away from anything as fragile and sitting duck as bags of dust planets.
I doubt somebody would put that much armament on a tank.Hell, a 24th century tank might be able to destroy a orbiting starship on it's own.
