Uh, that makes no sense. First of all, of course I know that LDS is set after DS9. Second, how can you blame DS9? I guess you don't realize that ENT and DIS were filmed after DS9?
Or, a very easy in-universe explanation that blames nobody is that in ENT and DIS days, section 31 was less secretive.
In ENT they were secretive, but maybe secretive like today's NSA; people have a vague knowledge of the NSA, but no knowledge of how they operate or what their mission is. Granted, you’re right that S-31 was less secretive and more known-about in DIS than in ENT, at least more known-about among Star Fleet personnel.They seemed pretty secretive when on Enterprise, IIRC. I have never in my life been angry with a TV show or a film. I do not understand the concept. I have been disappointed at times....sometimes I shut it off halfway through and go "meh". Life is too short to be ANGRY at a TV show. Seriously. Just watch what you enjoy.

If they are the same age, then that must mean they graduated from the Academy at roughly the same time. Yet Mariner served on FIVE different ships, rose in rank then got demoted back down to ensign already? How??? Is there something I'm missing here?
