I think that's just a dress uniform, judging by the black stuff on his legs (presumably pants). TBH as much as I'd love a reintroduction of skants, I feel like those would lead to a lot of cheap "he's not as masculine because he's wearing these clothes" jokes, and that'd suck. They were also used in "You are Cordially Invited," (season 6) with some changes. That was before Insurrection introduced the new dress uniform.And those showed up as late as DS9 as when Sisko was promoted to Captain. Worf and Jadzia may have worn those dress uniforms in Season 4 during the former's trial for allegedly killing those Klingons aboard that ship. They may still have been in use in Starfleet even after the Dominion War.
