I think both DS9 and TNG showed how having that progress requires effort to maintain and be on guard.
I might be wrong but it seems its mainly the strong TNG fans who cannot handle a 'dark' Trek, since they are used to the TNG version of Starfleet which was just about one ship going from place to place. You never saw what was taking place in the rest of the Starfleet or on other ships.
I think darker Trek is possible if the writing and characters are good which hasn’t happened for All Access Trek yet.
It's hard to believe that people can bitch and moan after all of the great, emotional moments ST: Picard provided, moments that are definitely among the very best in Star Trek history.
I think I'll pass on this go-around. I've been through it all before.

I'm trying to figure out how this dude had to figure out the season was about "Picard saying goodbye to Data". I'm not hating, just ... wondering. It was obvious to me that the season revolved around Data from the very first episode--that's one of the reasons I wasn't expecting Chabon to go the shallow route that DSC went with synthetic life in Season Two (and he didn't.)That is exactly what Jammer argues in his review of the final episode:
