People really ought to cut it out with these theories about Dolores having figured out in less than a hundred days how to transplant human consciousnesses into Host bodies without said consciousnesses and bodies breaking down.
The showrunners not only spent the better part of Season 2 demonstrating the impossibility of trying to turn humans into Hosts, but Dolores by and large sees humans as inferior to her and her fellow Hosts - although Caleb might change that opinion over time as they work together - and so she wouldn't have turned a human into a Host even if she could have.
The persona inside Host Hale is someone who used to be a Host in the parks, and their confusion stems from being stuck in Hale's body and not knowing how to fully acclimate.
They're also somebody who was close to Dolores but was generally non-violent, and the two Hosts who best fit that criteria are her parents.
Almost immediately after Episode 3 ended, my opinion was that she'd uploaded her dad's pearl into Hale's body and that the confusion Host Hale was experiencing stemmed from the fact that his original personality hadn't been intact when she did so, but then I remembered that we ever so briefly saw her mother a few times in Season 1 and realized that she fits everything we currently know about the persona inside Host Hale even better than Peter Abernathy does.
