If that is what they meant, it’s very clumsy dialogue that implies something else. It's referring to the fact that Vulcans and Romulans have a common heritage...Vulcans came first, then Romulans split off from the Vulcans.

Narak said the doomsday myth might have existed before his ‘ancestors arrived on Vulcan’. Was that a script error, did they mean Romulus?
Many of us guessed that Riker would probably show up, leading a fleet, but Riker was so bad ass in that scene!
My only nitpick is why did Riker just leave and not stay to be with Picard in his final moments. Riker should have been there beside Picard when he died.
Or the Romulans (perhaps only the Zhat Vash) have a peculiar myth of their origins in which they are not native to Romulus or Vulcan.I thought that was super interesting. Could rewrite Romulan/Vulcan history ... or might never be mentioned again.
Considering the Zheng He is said to be the most advanced ship (sorry Enterprise), Riker likely kicked someone out...He's been in semi-retirement for several years. He wouldn't just kick the Titan's current captain out (he's not TMP Kirk). So he took command of another ship that was available.

Riker: Right now I'm on the Bridge of the Toughest Fastest Most Powerful Ship that Starfleet has ever put into service and I've got a fleet of them at my back.
It's bluster. It doesn' t need to be fact check in universe. He then points out he has hundreds of identical ships with him - it's meant to be a point about the ship class but it's badly written.
Oh is former high level Starfleet (and very recently too). She has a better chance of knowing if it's a bluff or not. It's bluster. It doesn' t need to be fact check in universe.

This would be the most Riker thing ever - coming with one ship, but presenting the illusion of a fleet. It would also explain the lack of registry numbers, lack of "ship diversity", and the need for a quick departure to maintain the illusion (JIC). This may become headcanon.None of the starships in Riker's armada had registry numbers on their hulls. I'm wondering...could some of them have been holographic projections to fool the Romulan attack fleet? Was Riker in on the plan and have holographic decoys planned?
And he could have been reinforcing the above bluff. She knew, she just didn't expect it.
And Will was really enjoying rubbing it in.

Elnor, at least, had a nearly lifelong adoration of Picard, and abandonment issues. Plus, absolute candor! Agnes seems like she would cry at the drop of a hat. With apologies to everyone who found this episode moving, I found the sentimentality so overdone it was ridiculous. Data's death scene almost had me, but then they laid it on so thick with the speech and the slo-mo and the music that I started laughing. Ditto Agnes and Rios and Elnor weeping uncontrollably after Picard died. Just ludicrous, and completely unearned by the preceding 9 episodes. I don't feel like any of these characters were close enough to warrant such a strong reaction. I barely even got the sense that they spent much meaningful time together at all. (You know who I would buy as weeping that hard? Laris and Zhaban, who had the sort of warm, lived-in relationship with him that would make me believe it. Too bad they disappeared from the show, never to be seen again this season.)
I think the line was referring to the squadron/fleet and it being their flagship. Not necessarily Starfleet's flagship. So the Enterprise is no longer the flagship of Starfleet? I can't begin to describe my disappointment over that.
Annika and Elnor (and Starfleet) just left that great asset there? With Narek still at large? C'mon, man! This is my biggest nitpick of the episode.
- So the Borg and their "Artifact" had no real function in the story. I suspected it would not pay off, and I was right. Lame.
For the first time in 72 years Picard has a normal, working heart.
Still technically artificial, though. The adventure saved his life. And no more artificial heart.
Yes, I loved the closing theme. The music at the end was way better than the dreary opening one. I hope they use that for season 2.
He couldn't handle the D?Didn't Agnes say way back that they downloaded the D/data in B4 because he couldn't handle it and was shutting down?
That is an excellent question. Is Picard free of Locutus now?
Still, if Spiner wants to continue acting, I would have liked to see a young actor cast to portray new Data (with maybe Spiner as the voice) if only for the opportunity for Soong to become properly annoyed at Data's mannerisms. Spiner has to be itching to lash out a bit!To everyone who is going off about "why couldn't they use the golem for Data"
It's very very simple....Spiner doesn't want to keep playing Data, even in an aged, adapting role.
Picard dealing with mortality and the unresolved guilt over Data was the primary driving force for the entire show. Both were resolved in the final episode of the season.
I'm positive that the only reason Spiner signed onto this was the assurance that it would be a closed ended story arc for Data.
Bluster and bluff are not the same thing.Oh is former high level Starfleet (and very recently too). She has a better chance of knowing if it's a bluff or not.
A flagship is just the lead ship of a fleet/group.So the Enterprise is no longer the flagship of Starfleet? I can't begin to describe my disappointment over that.
