“You’re wish is my command” doesn’t seem to be a contemporary slang expression. Is it from “I dream of Genie” or just the Aladdin story in general. If it’s the latter, it’s more derived from classic literature which is different from “Dude, I got into the Daystrom Institute!”

Isn’t “skipper” a term for the captain of a boat? Were teens in the 90s saying that a lot?

They did? Pretty sure the English I heard in TNG was straight up 20th Century English.

There definitely was certain attempt at elevated language in TNG and they avoided contemporary slang. Sound a bit like period piece that way. I liked it, it gave the impression that we are watching people from another era. Now, I have no problem with cursing, but there definitely are certain turns of phrases in Picard that feel jarringly contemporary to me.

Its just that Discovery and Picard are available on streaming services that give them more leeway to allow that kind of stuff.
