Fenris was given as a location name, but we don't learn yet whether this location would be in the thick of things here (that is, in the trouble zone between Vashti and Daimanta), or standing off somewhere. It is a human name, but so is Romulus. It is a location that's said to be in difficulties itself, but whether physically or just financially, we don't yet know. And did that difficulty arise with the Rangers, or did the Rangers emerge due to the difficulty?
The simplest setup IMHO would be for Fenris to be a human/UFP colony that thus has good odds of harboring folks who'd wish to enforce order of the sort that favors UFP players like Picard and Rios and opposes the local Romulan strongmen. The nuance there could be that Fenris the Sun-Eater might have been recently founded as the direct consequence of the recent act of Sun-Eating in the neighborhood. Or then that's a coincidence. But if it's not a coincidence, the place might have been founded with the explicit original purpose of serving as a base of operations for the Rangers...
