The Fenris Rangers

Chakotay, Ro and Tom Riker certainly. Riker and Ro I presume would only be cameos.

Ro could, I suppose, after all this time, be recast if Forbes wouldn't do a cameo or if it was to be a bigger ongoing part.
 
It seems like instead of supporting the vigilante group Seven would do more good by working towards getting the Federation to roll in and lay down the law for good

The meeting in Admiral Clancy's office might be entertaining, but I can't imagine it would do any good.
 
If there is no Forbes, Kira would once again be a good substitute. Not sure what she was doing when all this was going down, but she always seemed like the one to go and do what she thought was the right thing, when others will not. And I cant picture as a flag officer in a Starbase office. I could her he getting into the fight instead.

You know who would fit perfectly as the leader of the Rangers?
Janeway.
Not only she would have quit starfleet over the whole Romualn fiasco, she would take an active part trying to to something...Like forming the Rangers. A move that that would contrasts to what Picard did and regrets..
I am sure Kate Mulgrew would come back fora role that juicy, that could eventually lead to a spinoff.

It's also entirely plausible. This is where she and PIcard would differ. She'd take an active, if morally gray, role to right the wrongs of the quadrant.

Who are the Fenris exactly? Are they Maquis-like former Starfleet/current Federation members who looked to do good after the collapse of the Romulan Neutral Zone? Seven said they operate out of Fenris. I'd thought before the episode aired that Fenris was also a species, or maybe another Romulan faction like the Qowat Milat...now I'm wondering if they're mostly human.

I have a feeling that we will be learning more about them this season and in the 2nd season. Could be a mixed species group. People from different backgrounds. I think it is like Equalizer or A-Team in that these are not just mercs who will fight or work for just anyone with enough latinum. Sounds like people using their training, weapons, skills, ships to deliver their sense of justice. Some might be ex-Starfleet, but there could ex Klingon military, Bajorans, Betazoids, Cardassians, Romulans, etc.

According to the laconic official press release they're an independent group of peacekeepers in the former Neutral Zone
