The Fenris Rangers

I'm leaning towards either a mercenary group or something analogous to a Syrian Civil War militia. The mention of them having territory sounds, to me, like they are closer to the latter.
 
Yes, non govt paramilitary is what it sounds like. Maybe for hire? Not Mercs exactly, but work for different people. Like the Equalizer? Not sure.

Seriously through ,my guess is a romulan federal civilian police force tasked with keeping the space lanes in the empire safe.

I suspect it is like the French Foreign Legion in that membership is open to other species. So if it is Romulan Govt approved, it is not like other branches.
 
I have a couple of theories based on either Norse mythology, Roman mythology, both or the little we know about Romulans. None of those theories makes complete sense.
There is a novella from the very early, pre-WWI 20th century in which Fenris symbolises the overexploitation of natural resources in capitalistic systems which might be topical today, but I'm not sure how it would fit in the story told this season.
Never the less, 7 of 9 has Scandinavian heritage so this might tie into her backstory a little bit.
 
They're mentioned in Star Trek Online (by Seven) in a couple of missions - Seven states she will ask the Rangers to dissuade the Orion Syndicate from further sabotage of satellites in the Traelus system.

Me neither but Memory Beta has the details - missions are Legacy and Measure of Morality Parts 1 & 2, both of which feature the Excalbians (i.e. the race that had Kirk team up with Abe Lincoln to fight Kahless and Co.). It's part of season 19 which is post-Discovery (Burnham and Seven are in the Season promo artwork).

Edit: Official STO site says it came out end of Jan 2020.
 
I'm guessing that the Feds have retreated from a lot of their frontier monitoring/policing duties since Mars went up in smoke.
The Rangers sounds like a good place for downsized Starfleet vets to land.
 
^ There’s a lot richer stuff to deal with than the black hat 31. They could have both the Romulans, and the Federation to contend with in different ways. Plus the Orion underworld, scheming Ferengi businessmen, marauding Nausicaans, on and on. Maybe some are in it for noble reasons, others because they have a death wish, others because they didn’t make it into Starfleet. The Qowat Milat could be an adversary and an ally. Galactic politics could encroach on local. Local could be the only thing that matters if it’s your own friends and family. Lots to play with. Plus, we have no idea who makes them the Fenris.

Fenris was legendary for eating the sun. Maybe they were the ones who got Spock his Red Matter.
