The relocated refugees were given things like industrial replicators. Which was a sore spot for frontier Federation members.

Also, the talk was that any Romulans relocated to Federation space would eventually have the option of becoming Federation citizens. There was to be no Romulan military presence in Federation space. If I remember the episode correctly, the shield around Vashti was supplied by a third party.

"The Last Best Hope" was supposedly written in conjunction with Kirsten Beyer, Trek novelist and one of Picard's co-creators. So how much credibility you give it is up to you. It is still considered non-canon.

What if it is actually Agnes Jurati who is the 'Destroyer'?
 
The only person on Picard's payroll is Rios. Everyone else is a volunteer and an expert in their field. But you want a TNG reunion of characters who aren't suited to this mission for a variety of reasons.

No, I dont want TNG season 8, I want writing that isnt dumb and lazy. Which is what this was. They decided on no TNG reunion (thats fine) but that he should still turn to those he knows when in need. That makes sense. But it cant be TNG people because that is the off-screen decision. But they never bothered coming up with an in story reason for that.

Instead he cannot ask them because of course they would! Out of loyalty! Sooooo.....why is that a reason not to ask? That sounds like the perfect people to ask. He did not say "theyre too old" or "they dont have the right expertise". Then comes a line only said because the script says to say it. That he therefore needs people who hate him! Ummm...wut? No, that is definitely not who you need.

So he can ask people he knows to help, but he decides on Raffi and the Romulan nuns? What is Raffi's expertise? Being salty? He can ask her because he needs people who see things differently? What does that even mean? That's the in story reason? And wouldnt Laris have relevant expertise on a mission dealing with Tal Shiar and Zhat Vash operatives?

No, she needs to look after the grapes. And from the nuns he needed someone who is good in a fight? He can't think of anyone who might fit that except the Romulan nuns? Seven and Hugh are involved, since there was a story reason. Ok. I agree. But there are not story reasons for Crusher when he needed someone who knows his medical history and served with him to do and interpret the tests? It is lazy and dumb.

You've seriously watched the whole season and you still don't know what Raffi's expertise is? You still think anyone he has with him hates him? They might be angry, and hurt at his past actions, but there's no evidence anyone he has with him hates him. And did you not watch his conversation with his former doctor from the Stargazer? He asked the man to lie for him to certify him to return to space. Do you honestly think that he would get away with asking Beverly to lie to Starfleet about his condition and send him off?

Was he clear about his reasoning for not asking people from TNG to help him out, no. He doesn't need to be because he wasn't talking to us. Will it become clearer once he visits Riker and Deanna, probably. But even if it isn't, he doesn't need to be explicit when he speaks to people because this isn't a documentary.
