How other Trek captains would have handed Admiral Picard's "Romulan dilemma" (joke)

Simple. "Technobabble technobabble technobabble." Problem solved.

I figure Janeway would fly close to the supernova and keep threatening to self destruct the Voyager until the supernova backed down. Alternatively, she's find some timey-wimey plot device to ensure the supernova blowing up Romulus was just a dream, you know, like the year in hell and a dozen other major catastrophes that never actually happened over the series run.

TNG-era Picard would have had a meeting with his senior officers in the conference lounge to discuss whether or not they should help the Romulans. Worf would strongly object to doing so, so of course everybody else would be for it.

Sisko, in his "spare time", builds massive ship from the wreckage of the dominion war. He then has them towed by the romulans to romulus and solar warp sail out to a nearby planet.

Mirror Georgio takes the discovery and jumps in to destroy any refugee ships as they leave the system

Burnham leaves starfleet and becomes President of the Federation, overturns the decision and evacuates half the planet before she figures out how to add a billion years of useful life to the Romulan star.

TOS Pike does nothing, secretly happy he didn't have to make the call on who lives and who dies.

Kelvin Robao would fly his ship to earth, have a talk outside with the Admirals before being promoted to Admiral and assigned to get it done.

DSC Pike: Suggests a terrible plan, but does so with such panty-melting charisma that he inadvertently causes six more supernovas.

And then the time loop is complete, as he caused the red signals in the sky, from causing Super Novas in another quantum timestream, or some such.

Captain Sisko=Sisko Talks Gowron and the Klingons into helping save the Romulans by pointing out how embarrassed Starfleet Command will feel about it. This works fine until Section 31 tries to sabotage it by showing up with a fleet of Federation ships that have gone "missing" over the years but most likely where just erased so they could take control over them. But the ruse is stopped when it turns out Sisko had a second deal in place where he talked Garak into getting Dukat to bring the Carddisian fleet in where you have a huge space battle between Section 31 and the Cardissans. Meanwhile Sisko is on the Defiant helping the Klingons out save the people. Once rescued Sisko yells at Starfleet command over the Section 31 and demands they help relocate the people now and they sheepishly do.

What? He got Star Fleet to do all that WITHOUT firing a lethal radiation laced photon torpedo at a small colony? ;)
