Occam's Razor again...why would Picard, presumably in a dream sequence / flashback, be sitting in a room that looks exactly like Ten Forward that isn't Ten Forward?

One thing is killing my eyes. "Children of Mars" is lined between end of Nemesis and end of that century. We all know that okudagrams - LCARS were part of Federation from starship systems to school systems and interfaces. Well I noticed in trailer "Children of Mars" that there are no LCARS-i and sorry I can't forgive that. This looks like Discovery-TOSEnterprise era interface, and that is not possible and has no logic.

Because it wouldn't make sense for him to be in Ten Forward during an event that took place nearly 2 decades after the Enterprise D was destroyed.

Not in reality, but this is a TV show and I doubt they're going to want to confuse people by mixing up eras like that.
Those terminals are a custom flavor that uses KDE. LCARS defaults to GNOME.
When you get down to it, LCARS is ridiculously outdated compared to operating systems of today.
What I dreamt last night certainly didn't.
Assuming she's the same age as the actress (20), she'd probably be too young. The kids seems to be in the 12-15 age range, and with this being 15 years prior to Picard the series, Dahj would only be 5 or so.
I do wonder if we'll be seeing either of the two girls this Short Trek is focusing on as grown adults in the series though.

I don’t understand why you need everything to be exactly the same. The simplest explanation is the classroom is not a Starfleet installation. It could be a completely civilian school.
