What people are really saying is that the series didn't have an arc.
Those are story arcs within the series. None is a series arc.
If an ongoing trial was on everyone's minds the whole time, the whole crew would've gotten "WWQD" bracelets, and we never would've heard the end of it.

Thanks Garth. I knew that TNG rewatch would pay off for you"Hide & Q" (Season 1) and "True Q" (Season 6). But "Hide & Q" is a terrible example because Q said they were exonerated. In "True Q", the much better example, Q says the jury is still out. They probably put that out there so they'd have something to work with in the future, if they wanted to.
The trial is also mentioned in "Q Who?" (Season 2) but strictly referred to in the past.
