At fist glance I thought it was an older Dr. Bashir, but the guy in the pic doesn't have as high a forehead.
... then again...
Uncanny resemblance, but nahhh... Siddig has much more of a tan.

My prediction: Picard in Ten Forward is a dream sequence and he is remembering when he was Locutus, breaching Mars' defense system. Bad things happened there. Many people died.
Somehow this will be connected to the short "Children of Mars." Not sure if that happens before the original attack or after.
Also, what if later refuge Romulans we’re allowed resettle on Mars? Though I’d imagine the Federation might see that as a major security risk. But the immigration issues of our times are clearly the root of at least one of the allegories operative in the series.
