I like the idea in the Q Continuum novel that he was one of a group that Q hanged out with when he was younger who with others wiped out the T’Kon Empire and were punished by the Continuum. He was imprisoned in the Center of the galaxy while the ringleader was improved outside the galaxy by the great barrier.

Exactly.

Shatner's concept, before it got watered down, was that the being would actually be the literal God, but also that God and the Devil were the same being all along. It's easy to see why this was changed, though even in the finished product the lack of answers leaves such an interpretation still possible, if ambiguous.
