Although I agree with the point you're making, I also don't consider it very likely we're going to see Section 31 in Picard. Simply put, I'm just not sure how they'd fit into the storyline.If anyone realistically thinks Alex Kurtzman will accede to anyone else's interpretation of Section 31, they are dreaming. For better or for worse, Section 31 is Kurtzman's baby!
For anyone not following me, consider how Into Darkness and Discovery alike depicted Section 31 as possessing their own capital ship(s). And how the depiction of being a structured Starfleet division arguably stands at odds with Deep Space Nine's depiction of Section 31 being dependent on disaggregation and stealth to get the job done. And that regular Starfleet members greatly respect Section 31, to say nothing of the admiralty (*cough* Marcus *cough*) making significant use of Section 31's resources, which are only barely hidden from public view. But does that matter to Kurtzman and co.? Nope. They love their Federation CIA running around in black uniforms, black badges, and black ships.
So ask yourself: What are the reasonable odds Picard would actually allow someone else's work to take Section 31 off the story table while Kurtzman is helming Trek?
Either Collateral Damage is considered the "finale" to the 24th century Litverse Continuity, or yeah, it's just severed and left hanging.So what happens when this happens? There is, for me, a significant difference. SW was in a really bad slide, oh there was the odd story or comic I really liked, but it had got itself pretty deep in the depths, with no sign it was getting out.I suppose we feel much like fans of the Star Wars novels did when Disney took over and rebooted things. Just seems like a shame for nearly two decades of continuity to end without some attempt at a satisfying wrap-up.

Seems like Titan is repeating what it did for Discovery season 1. Early during the broadcast of the season Titan released a behind the scenes publication, both as a softcover magazine and a hardcover book.This one? Seems like a Behind-the-Scenes thing. Interesting!

I wouldn't be suprised if we get news from Star trek Las Vegas about new TNG era books for the Picard series.
I would, but only because we’re so out from the premiere - I seem to recall reading that the series isn’t due to start airing until after Discovery’s third season. We still don’t have a premiere date set for it. Desperate Hours wasn’t released until the week that The Vulcan Hello was, I don’t see why they wouldn’t do the same with any novels that tie into Picard.
All of humanity is literally like a big version of the kind of society Kirk regularly smacked down the secret microchip ruler of.
