Fair enough. (I guess I always just thought of Earth at large as the UFP's capital. While Paris is where the Executive sits, the Legislature sits in San Francisco.) As for United Earth's, if distinct, one major European city or another would seem appropriate, considering that its World Government apparently grew from the initial basis of the European Hegemony, per "Up The Long Ladder" (TNG).Actually Paris is the Federation's capital.
We don't know what the capital city of United Earth is. AFAIK, it's never been revealed in canon. Memory Beta says it's London, but doesn't provide any further context.
As Kirk doesn't seem to be aware that the Gorn had previously claimed it as their territory by "Arena" (TOS)—or indeed of what a Gorn even is—I wonder if Leland's having been "up to [his] ass in" them at some point prior indicates a potential Section 31 coverup of this fact?
