Just curious. What Jake scene is that on the monitor? Is that the scene were Sisko wants to tell him him about Kassidy Yates and how she might be be a Maquis and he has the fizzy drink?

The scene featuring Jake looks like one of the season 7 final chapter episodes.
The film used was probably 4-perf, which would naturally have a 4:3 aspect ratio for the full frame. The vast majority of movies and TV shows used it, and then if they were shooting Widescreen they would frame and block for Widescreen with everything and the film would be “soft matted” into 16x9 (think “Back To The Future” And 1990’s “Dick Tracy”—-the DVD’s and Blu-Rays are soft matted and only showed a portion of the frame, while the VHS, Laserdisc, Betamax, Video8 & 4:3 Broadcasts showed the entire film frame), or if the used anamorphic lenses, then the image would be squished anamorphically into Widescreen, or if they used 3-perf film which is 1.78:1 natively. Why in the world would they do that? I can't even think if a logical reason to do something like it. It feels so unneeded,unwanted and pointless to have commercial fades in a movie.

They were made that way. Dramatic shots of people not talking, music cues that build to a crescendo, and often a small time jump after the break.
Considering how poor some of the joins between episodes are on the "movie" versions are, you can imagine how odd the ad breaks would be if removed.
But if they are using the original film, they can re-edit the episodes however they want. If needed, they can replace a fade with an establishing shot, but I imagine any scenes that had a "slight time jump" due to a commercial break were filmed complete, because of the stage-like way the scenes were performed.
Some TNG two parters were put out on their own standalone Blu rays, touted as "seamlessly edited together" and "movie versions".

Thing is, they seemlessly edited together the end of part one with the beginning of part two, but all the other commercial fades were still present, sort of missing the idea of a "movie version". The only benefit is having the two episodes on the same disc, because they are split on the season sets.
I personally hope if they ever do that with DS9, they would put more effort into making them "movies".
They’re suppose to be edited like that. The UK has had all the 2-Part episodes for TNG, DS9 and Voyager edited like that since the VHS releases in 1995. And when you think of Voyager, during the Seven of Nine era, Voyager had a number of movies-of-the-week, like “Dark Frontier” where there are 3-known masters (UPN Movie Cut, Syndication Movie Cut, 2-part Syndication cur). Plus by having commercial breaks in the video, CBS was able to have masters that they could then license to TV stations as movies-of-the-week.

But that's back in the old days. And CBS didn't own it yet. If they are going to remaster DS9 in HD and have "movie Blu Rays", they might as well reconstruct the episodes to lack the commercial fades. The season sets can have the faithful versions.
Those two parters are also put into cinemas by Fathom Events. I saw Best of Both Worlds on the big screen and those commercial fades definitely made it a less "movie like" experience.
I have heard of some U.K. channels that have themselves edited the commercial fades out of Star Trek. I have never seen these versions, so I dont know if they really exist. I know BBC did it with the 1996 Doctor Who movie originally made for FOX TV in the U.S., and that's the version seen on DVD and Blu Ray everywhere.
But without the commercial fades then the music doesn’t flow properly. I hate the join of BOBW 2 to part 1 because the music is really clunky sounding, as they chopped off the big swell after Riker’s “Fire” and go immediately to the deflector firing.
Also, even though it was “back in the old days”, CBS has used the movie version of “Chain Of Command” before in 2007 for the “Captain’s Log” fan collective.
