How "out of time" would someone from the VOY/DS9/TNG era feel in the ENT era (or vice versa)?

I don’t see the Archer/Bush comparison. Archer has a combat record, and told the truth to lead people into war. And he argued against acting based on fear, to draw in and welcome people who looked different than him.

I saw Enterprise as making an effort to appear folksy and quaint to distinguish itself. I guess that can be compared to Bush’s folksy mannerisms.

TNG people would be jealous of the comfortable uniforms and the pockets.

Couldn’t they get back by following Rasmussen around and then waiting for him to steal a time machine?

We did see Rasmussen from the ENT era in the TNG era. Or maybe he’s from earlier than that since he was roommates with Henry Archer at MIT.

I don't think it's actually an established fact, but a rumour that this 'roommate' connection would be mentioned some time during ENT's run (but it never was). While the idea is neat in a way, it also suffers (in my eyes) from Small Universe Syndrome.

Without it being a fact, Rasmussen could be from the ENT era, but also from as much as either half a century before, or half a century after Archer's time.

Those are the answers the TNG crew gave on the question what the most important invention of the last 200 years had been, (when they still thought he came from the 26th century) so that would rather show their lack of historical knowledge (200 years before would be around 2170, which is distinctly after the NX-01) than have anything to do with Rasmussen's precise year of departure.
 
You are making assumptions about these characters.

You are somehow Riker is somehow ignorant of when Humanity first left the Sol sector, or what he meant by "confined" to the Sol Sector. He's a Starfleet Academy graduate and he most likely knows which Earth ship was the first one to go further out than Vulcan, and all that.

I know we fans love to paint him as a buffoon, but chances are he knows what hes talking about. In that episode with AJ Robinson, they talked as if Humanity couldn't go faster than warp 2 in the 2140s. So he may have meant Humanity as a community at large didn't go further out than Vulcan until well after NX-01 first left the Sol system.

You could very well be right, but it doesn't change anything about my main point how to "date" Rasmussen.
 
Someone made an earlier point about the Vulcans, as I have said before humanity in the TNG era is saturated with Vulcan influence. People from the 22nd century would likely see 24th century as either one ruled by Vulcans or one where Vulcan influence is predominate amongst human beings.

People from the 24th century would be sure to note the remnants of national identity amongst the people of the 22nd century, their grit and lack of 24th century comforts, and perhaps their lack of 24th century idealism and refinement. Somewhat rugged but still possible to see glimpses of their own time shine through in the 22nd century.
 
The 22nd Century always felt more to me like "The 24th Century Meets the Bush Era" if that makes any sense. Archer and Trip remind me of Bush. Trip looks like Bush and Archer seems like Bush as Captain of a Starship. W could also give the Gazelle Speech.

I stop watching ENT at the middle of second season, but main reason was not ENT, rather necessity of change my life style fundamentally. I did not miss the ENT. I found same as you, Trinneer's physical similarity with his Southern drawl to Bush Jr. very irritating. I remember to tell my Trekkie people " Do they really think, that this guy makes us sympathetic towards Bush Jr. ?" The Suliban/Taliban thing made me angry too. (Especially, when you know who Osama bin Laden was and who trained him to what he was doing.)

For a couple of years, as I was very disappointed from global madness, politicians, NGO's, philosophers etc., I began to read/watch intensively about Age of Enlightenment, wanted to learn more how we could get out of the darkness once. Then ENT was there. I though maybe I can find some answers, how show business/art find some solutions.

Now I have a healthy distance to all my resent feelings. They showed us torturing, looting Archer, who was not proud about it and did not understand himself as a patriot and did not lie us without guilt. Rather he broke down and did everything to establish peace at the quadrant. They showed us hating, revenge looking Trip who could find his peace even with Degra. They showed us brutal Suliban Cabal, also intervened innocent Suliban civilians. They showed us what xenophobia, bigotry, prejudice, etc. mean. They showed us fall of societies, like Vulcan, Klingon, Xindi etc. Whatsoever they showed us, at the end we had a reason to have hope. (TATV is never happened). That's why I become an ENT fan.

I think, if someone would come from TOS/TNG/DS9/VOY era, his/hers professional career would be meaningless with high probability. Think about what would be significance of your career at the Age of Enlightenment (ca. 1700). Even mastering of daily life would be very demanding. It can be frustrating. Nevertheless, if the visitor intelligent enough, he/she could have a great respect what kind of odds their ancestors fight against and maybe help the people to avoid some mistakes, if he/she gain their trust.
