Then why does everyone in TNG act as if the holodecks are a relatively new invention?
It's the realism of the simulations they're reacting to.

No, they're just incredibly important events that affected both the public and the personal, of which we hear nothing about later.
Just because we didn't hear about them doesn't mean it didn't happen.

TNG did it with the Cardassian War.

So the holograms in DSC and TAS weren't real enough?
Exactly. You can't touch them, the Klingons didn't appear to have any sort of advanced AI and just vanished when shot. The one in DSC was a glorified shooting range, not a full on realistic simulation.

Yes, that was a retcon too. Doesn't really help your case.
It shows precedent in Star Trek to do stuff like that. Why should DSC be any different?

Star Trek is also hardly the only franchise to do this.

They were in ENT too. Temporally speaking, the earliest instance of it. According to them, the Klingons got it first. "I can see my house from here!"

...Nice clues there, really. We can't tell whether the simulation is visually perfect or cartoony, but McCoy seems to think hearing "the tapes rewind" (probably just a McCoyism for the actual tech involved) is nothing unusual, suggesting the machinery is clumsy and frequently takes the users out of the illusion. We don't know what the snow feels like (the heroes don't even leave footprints there, even though they do leave a puddle later on), but we certainly get the impression there's real temperature control. And we see the "arch" of the day, but also a vast cubial room for an initial state before the first simulation - possibly the default simulation?

I could well see this as a step up from the DSC machine. But also as a step down, in certain respects. Not a major step in any case. One decade here or there; that ancient Constitution might well have less modern entertainment aboard than a laboratory ship run by a bunch of supernerds.

Obviously, when TNG and Voyager were made, TAS was considered non-canon and the holodecks were intended to be a new invention.

Not really, Riker is actually fascinated by the INTENSE AUTHENTICITY of the Enterprise-D's Holodecks.
It's the extreme attention to detail that the holodeck can now create, that he comments on.
Not that he has never seen or been in one before.

Which could still mean they were first installed on the Enterprise C in 2335, leaving 30 years to improve.

Or that TAS is correct in showing us that some form of Holodeck has been around for quite some time and has been futher developed from the simple "shooting range" of the NX-01 years to what we are now seeing on DISCOVERY.

Don't put images of Kirk on the holodeck in my head...

I'm thinking that Kirk is most likely the kinda guy who shuns the Holodecks for any type of carnal experience in place of actually fornicating with another human being.
(Orion ladies notwithstanding)
