The whole point of Bashir in the beginning is that he's young and brash, and not that long out of the Academy. He mellows out and grows up. And he's far less annoying than the EMH.

I disagree extremely strongly - Robert Picardo is a fine actor (possibly the best of the Voyager cast) and he plays the character well, however the character he plays is incredibly irritating.Indeed. The EMH is one of the most entertaining characters on Voyager.

The Andorians first appeared in TOS, but then were forgotten for the whole TNG/DS9/VOY era, apparently because one of the producers thought the antennae were goofy-looking.
You can also glimpse them occasionally in the TOS movies.
