Wasn't it the end of the TNG movie "Insurrection" where they beamed the bad guys onto a holodeck and made them think they were still on a ship? That movie also had the plan to relocate people via a holodeck.

the Holodeck's use in tactical and other training would have outweighed any problems that could be fixed in the code.
Just don't program in lethal power settings or abilities. That should eliminate some risk right there.
I mean, the computer has to actually replicate a working machine gun with live ammunition. Why give it that level of sophistication?
And how does that work, exactly? Picard stands there with a holographic machine gun firing holographic bullets. He turns off the safety protocols and instantly the machine gun transforms into the real deal?

Also, "Schisms" were different crewmembers are being abducted but can't remember, except for vague details. They are able to work together to recreate where they had been.
With appropriate safety margins a system like holodeck might allow that rare circumstances, for instance if one needed to accurately train on projectile weapons for some reason, test ballistics, etc.
Keeping holodecks is risky but they're still explorers. Like Kirk's speech says here:

When Kirk made that speech, he didn't have advanced versions of his holographic rec room that could pose a threat to the ship and crew crew, and do things like create sentient beings on demand who would try to take over the ship. The minute something like Moriarty happened on his ship, Kirk would have dismantled the holodeck himself. Personally.
Voyager kept the fair haven program for the same reason. Tolerance, exploration, learning
Holograms killing people...it's all good.
That's an interesting use which raises some eyebrows. Something you could never imagine happening can suddenly manifest right in front of your eyes - the guy you (think you) know doing the unthinkable. Reasonable doubt could go out the airlock.

The only reason he isn't said to have removed the holo rec room from the ship after the "The Practical Joker" (for all I know, he later did) is because it wasn't new and being tested, unlike the M-5 computer.
Today they would have prominate "EXIT" signs visible at all time, below the exit sign would be the door.
The doors would be alway be able to be opened, no motors, manual only.
Might disrupt the fantasy ongoing on the holodeck, but safety first/
Problem there is that the holodecks manage to simulate being bigger on the inside - presumably by making the floor slide under you as you approach the edge of the room. With that feature, which seems essential to any simulation that covers more than the space of a large room, you could never reach that door.
Holodecks are vital to the mood and even the mental health of the crew. This is especially true with long duration missions, or when a ship is stranded far from home (a la Voyager).
I mean, crow all you like about how the holodecks on VOY always worked and had power, but put yourself in that crew’s place. With no holodecks, they would all have gone space crazy with loneliness. That’s why they made it a point to always have holodecks online.

I think boredom and lack of nature is more of a factor than loneliness. I would find nothing lonelier than playing with holograms. I would have conversations in the lounge and hug my quarters neighbor if lonely.
I'm sorry but for me, that's called books and socialization. I don't need video games (which is what holodecks are an extension of) to improve my morale. I need people.

They didn't have holodecks on the original Battlestar Galactica, but the characters still engaged in recreational activities....
And? I don't think the need for human companionship changes because of that? I don't see the holodecks as a cure for loneliness. Boredom, maybe, but not loneliness.
